RailRunner service is delivered through RailRunner Service Operators (RSOs) – licensees using RailRunner's Terminal Anywhere technology to operate a transportation service business in a particular market. These licensees may come from any part of the transportation business, from entrepreneurs to established intermodal marketing companies, from trucking firms to agricultural storage companies, local governments to railroads large and small.

These organizations market the RailRunner service to local companies shipping or receiving goods, and use RailRunner products to move the goods by a combination of truck and rail. RailRunner provides marketing and operational support and training, but the RSOs are independent businesses.

Service

In some instances, RailRunner may serve as its own RSO, offering a full intermodal service. RailReach, connecting Jacksonville, a major container terminal serving Puerto Rico and the Caribbean, and Ft. Wayne a major center for Midwest manufacturing that does not have container-handling equipment, is one such example. Until RailReach, containerized freight reached Ft. Wayne only after long and expensive tractor-trailer hauls from the port.

The service takes deliveries from shippers and transports the goods by truck and rail. RailRunner has been running the service since August 2004. RailReach operates as a partnership with Triple Crown Services Co., an affiliate of Norfolk Southern Corp.
